PAL/TAL requirements depend on the type of programme and applicant. It is important to check whether an exemption applies before submitting your study-permit application.
Who May Need a PAL/TAL?
Many international students applying for a study permit need a provincial or territorial attestation letter unless they fall within an exemption.
The exact requirement depends on the applicant and programme.

Can International Students Work in Canada?
Eligible international students may be able to work while studying, subject to the conditions of their study permit and Canadian immigration rules.
Working is not automatic for every student. Eligibility, programme type, study status and permit conditions matter.
Up to 24 Hours During Classes
Eligible students can generally work up to 24 hours per week off campus during regular academic sessions.
Scheduled Breaks
Eligible students may generally work unlimited hours during regularly scheduled breaks, subject to the applicable rules.
Start After Studies Begin
You generally cannot start off-campus work before your study programme begins.
Social Insurance Number
Eligible students need a Social Insurance Number to work.
Post-Graduation Work Permit (PGWP)
Eligible graduates may be able to obtain a PGWP and gain Canadian work experience. Graduation from a DLI does not automatically mean that you qualify.
🎓 PGWP Eligibility Matters
Eligibility depends on several factors, including the DLI, programme, programme length, study history, application timing and other IRCC requirements.
Always check the current PGWP eligibility of the specific programme before choosing it.
📚 Language Requirements
Under current rules, many PGWP applicants must provide proof of English or French language ability.
Current requirements differ depending on the level and type of programme.
🔎 Field of Study Requirements
For certain non-degree programmes, PGWP eligibility can depend on whether the programme falls within an eligible field of study.
Bachelor's, master's and doctoral graduates have different rules under the current framework.
⏳ PGWP Duration
The length of a PGWP depends on factors including the level and duration of the completed programme and passport validity.
A specific duration should never be promised before eligibility is assessed.
Can Your Spouse Work in Canada?
Spousal open-work-permit eligibility for international students is currently restricted and depends on the student's programme and circumstances.
Master's Students
A spouse or common-law partner may be eligible where the student is enrolled in a master's programme of at least 16 months and the other eligibility requirements are met.
Doctoral Students
Spouses or common-law partners of eligible doctoral students may qualify, subject to the applicable requirements.
Professional / Other Eligible Programmes
Certain professional or specifically eligible programmes may also qualify. Eligibility should be checked for the exact programme before applying.
Co-op & Internship Work Placements
Canadian rules changed in 2026 for eligible post-secondary international students participating in required student work placements.
Current Rule
As of April 1, 2026, eligible post-secondary international students generally no longer need a separate co-op work permit for student work placements that are required by their programme, such as eligible co-op placements or internships.
This change does not create additional work authorization beyond the applicable eligibility rules.
